I worked at a Christian radio station in the Southern Cal during the 80's and we played songs from this album and the first one. Very Gospel tinged lyrics on the first one. This one was a better record but didn't have the hits the first one did. VERY dance R&B with an unfortunate drum machine sound. His voice may be an acquired taste for some, but Phillip Bailey fans would like. Best comparison may be Phillip Bailey singing Leon Patillo...

Steve A. and his part in the 70s band Slave. Both are more funk, R&B and Soul. Both Steve and Slave had/have a social message/consciousness. Wiki--- has nice pieces on both staarting with Steve A. -http://en.wikipedia.org/wiki/Steve_Arrington. Hope this helps.
